306. Mr H B Groenewald (DA-NW) to ask the Minister of Public Works:
(1) Whether the construction of the Schweizer Reneke office by her
department for the Department of Justice and Constitutional
Development has been completed; if not, (a) why not, (b) when
did the work on the construction of this project commence, (c)
what was the original planned date for completion and (d) what
is the reason for this delay; if so, what are the relevant
details;
(2) (a) how much was originally budgeted for this project and (b)
what is the (i) total amount spent on this project to date and
(ii) amount needed to complete this project;
(3) (a) how many (i) main contractors have been employed on this
project and (ii) of these contractorsâ contracts have been (aa)
cancelled or (bb) terminated, (b) what was the reason for the
cancellation or termination of these contracts in each case and
(c) what percentage of their original contract value was paid at
the cancellation or termination of their contracts;
(4) whether there is currently a main contractor working on this
project; if not, (a) why not and (b) when will the main
contractor be appointed to complete this project; if so, what
are the relevant details;
(5) whether there is an estimate of fruitless and wasteful
expenditure on this project; if not, what is the position in
this regard; if so, (a) for what amount and (b) what are the
further relevant details in this regard? CW374E

3 [a] (i) Two main contractors have been appointed (ii) Two main
contractors have been terminated
[b] Non performance of contractors due to financial constraints on the
part of contractors
[c] First contractor was paid 16% in the amount of R1 073 235.65 for
the work done in 2008/2009 and no payment was made for the second
contractor as he abandoned site after three months on site with
minimal progress.
4 The Department is in the process of appointing another contractor.
For the successful execution of this project, the approach is that
we will nominate only known performing contractors and invite them to
bid for completion of the remainder of the works.
5 None. All payments were made on measured works done.
