(1) Whether all (a) municipalities and (b) provincial departments have a dedicated official employed to monitor the implementation of the Expanded Public Works Programme (EPWP); if not, why not; if so, in each case, (i) who is responsible for making such appointments, (ii) what criteria are used for these appointments and (iii) what is the period of employment; (2) who is responsible for employing persons at municipal level as part of the EPWP’s mass employment drive, (b) what criteria are used to determine eligibility and (c) what is the period of employment; (3) whether persons employed at municipal level as part of the EPWP’s mass employment drive will be provided with opportunities for skills development; if not, why not; if so, what are the relevant details; (4) what is the role of the (a) Independent Development Trust (IDT), (b) ward councilors and (c) municipalities within the EPWP’s Food For Waste projects; (5) whether the EPWP employs persons with disabilities; if not, why not; if so, (a) how many and (b) in what capacity in each case?
