18. Mr M W Makhubela (COPE-Limpopo) to ask the Minister of Rural
Development and Land Reform:
Whether his department has achieved any substantial and tangible outcomes
as a result of its recent expanded mandate to include the development and
implementation of the new comprehensive rural development programme, as
this programme is one of the key priorities of Government; if not, why not;
if so, (a) what outcomes were achieved and (b) where did it occur?

THE MINISTER OF RURAL DEVELOPMENT AND LAND REFORM:
Yes.
(a)-(b) The Muyexe pilot site can be cited as one site where the
outcomes of the Comprehensive Rural Development Programme (CRDP) are
visible. The community participated in deciding what the development
priorities of the area are. The list of priorities such as water,
electricity, the building of a crèche, houses, job opportunities,
fencing to keep out wild animals from the neighbouring Kruger National
Park, clinic and police station, among others, have either been
addressed or delivery is underway. The newly built RDP houses have
given the village a facelift, a satellite police station and mobile
clinic daily and a Thusong Centre with a community hall and post
office are fully functional. A sports facility is being constructed
and will be completed before the end of the year.
Although the supply of reliable and purified water still presents a
challenge, there is work in progress to supply water from the Nandoni
Dam. Notwithstanding the challenge of water, the community is vibrant
and the community members are benefiting from the job opportunities
created as a result of the developmental projects in the village.
Women and unemployed youth are the main beneficiaries of job
opportunities such as grass cutting, fencing, construction of houses
and the sports facility. More development and infrastructure
improvement will be done to ensure that the objectives of the CRDP are
achieved.
