(1) With regard to the successful restitution claimants of the Keiskammahoek community, including the Upper Ngqumeya village, why was the full amount awarded not paid to individuals who chose to take the full financial compensation; (2) if the full amount was not paid as a result of some of the money awarded being used for a community project, was the consent of all of the successful claimants obtained; if so, (3) will he provide proof of such consent; if not, what are the legal justifications for (a) withholding money awarded to successful claimants and (b) not consulting affected individuals prior to withholding money they were awarded; (4) by what date will all claimants who chose the full compensation amount be paid their money in full?
