380. Ms L V James (DA) to ask the Minister of Rural Development and Land
Reform:
With reference to President Jacob G Zumaâs undertaking in his State of the
Nation Address delivered on 12 February 2015, that the Government will set
aside 30% of appropriate categories of state procurement for purchasing
from Small, Medium and Micro-sized Enterprises (SMMEs), co-operatives, as
well as township and rural enterprises, what percentage of the total
procurement of (a) his department and (b) every entity reporting to him
went to (i) SMMEs and (ii) co-operatives from 1 April 2015 up to the latest
specified date for which information is available? NW392E
THE MINISTER OF RURAL DEVELOPMENT AND LAND REFORM:
a) Department of Rural Development and Land Reform (DRDLR):
(i),(ii) The required information is not readily available due to
National Treasury Practice Note SCM No 2 of 2006 (Annexure A) which
prohibits set-asides. Therefore DRDLR will have to peruse records
of all purchases made from 1 April 2015 to determine which
procurements fall within the above mentioned threshold. The
information will be submitted to Parliament by 10 March 2016.
b) Entity: Ingonyama Trust Board (ITB): Payments from 1 April 2015 to end
of January 2016 have been reviewed.
