MR K A SINCLAIR (COPE-NC) TO ASK THE MINISTER OF SPORT AND RECREATION:
Whether he will provide the assurance that previous problems that have been
experienced in the disciplines of sport in terms of
(a) representativity,
(b) the lack of preparation and
(c) funding will not haunt the associations from moving forward; if not,
why not; if so, what have been achieved in the past financial year in this
regard?

Yes the Minister gives assurance that all endeavors are being made and
pragmatic interventions have been undertaken to prevent the problems from
recurring.
a) In terms of representivity, the Minister has appointed the Eminent
Person Group (EPG). The responsibility of the EPG is to:
(i) Advise the Minister on sport transformation matters.
(ii) Provide guidance and guidelines to the federations on the process of
implementing the transformation programme.
(iii) Monitor and evaluate the implementation of the transformation
programmes by federations.
This process emanates from and is guided by the National Sport and
Recreation Plan as well as the Transformation Charter as adopted by all
federations and stakeholders at the National Sport and Recreation Indaba
held in 2011.
Further, the Department is in the process of appointing a Secretariat to
assist the EPG with its research and reporting responsibilities. The
Department has also targeted five prioritised Federations to monitor
transformation in 2013.
SRSA has also revising the Service Level Agreements of these Federations to
specifically make them accountable and report on transformation. In 2013
the Department will also publish and distribute a ThinkSport Journal that
has a theme of transformation.
b) In terms of the lack of preparation, the Department has taken a long
term view anchored on the School Sport programme to support the
federations with the development of athletes, coaches, technical
officials and administrators. In this regard the school sport
programme culminated into the National Schools Championships in
December 2012. To ensure long term sustainability the Department is
implementing the Athlete Development Programme in conjunction with the
National Federations.
c) In terms of funding, the Department has published the Financial and
Non Financial Support Framework. The Framework provides for two tier
funding model as follows:
(i) Guaranteed Tier - funding allocation to the National Federations
which is primarily meant for their administrative activities.
(ii) Conditional Tier â which is funding allocated to the National
Federations based on their business plans and proposals. The business
plans and proposals are to address amongst other things critical
issues such as the governance of the federation and its transformation
programme.
Over and above these reforms, the Department has established a Sport of the
Year Programme. Through the programme the Department seeks to
systematically support the National Federations, stabilize them financially
and administratively so that they can be self sustainable. Dedicated and
more enhanced support is provided to the identified federation for the
particular year. In 2012/2013 Netball South Africa (NSA) has been the
federation of the year. Through the support from the Department, NSA
staged the Netball Diamond League, stabilized their finances and commenced
with the process of establishing the Netball Premier League. In the
2013/2014 financial year Tennis South Africa has been identified as the
federation of the year. Most of the so called smaller federations have
received more support from the Department as part of the programme of
increasing their profile to enable them to be self sustainable.
