Mr H B Groenewald (DA-WC) to ask the Minister of Sport and Recreation:
(1) Whether the Eastern Cape Department of Sport and Recreation has
contributed any funds to school sports development programmes in the
past five financial years; if not, why not; if so,
(a) what are the
(i) names and
(ii) details of these projects/programmes in each case and
(b) what amount was spent on each project/programme;
(2) whether his department has budgeted for school sports development
programmes in the 2011-12 financial year; if not, why not; if so,
(a) what are the
(i) names and
(ii) details of these projects/programmes,
(b) what amount was spent on each project/programme and
(c) what amount is still outstanding for each project/programme?

REPLY:
1. SRSA supports sport development in the Eastern Cape through the
allocation of the DORA grant to the province and monitors the
expenditure of the grant. The province does not account to SRSA for
the contribution from the provinces voted funds to sport development
programmes.
2. Yes, SRSA has budgeted for school sport development through the DORA
grant as well as the voted funds.
a)
I. Establish school leagues, support the establishment of school sport
structures, provide equipment and attire to identified schools,
support cluster coordinators, support capacity development
programmes for educators
II. DORA grant allocations have been made to the provinces for the
purpose of establishing leagues, supporting the establishment of
school sport structures and purchasing equipment and attire for
identified schools as per the provincial business plans. The voted
funds have been allocated for the rollout of the coach education
programmes for educators which SRSA will deliver through
Federations. The training will be aligned to the SA Coaching
Framework. The process of aligning and accrediting training material
is being done and 16 codes are ready to begin the first phase.
b) R120million has been allocated to provinces to establish school
leagues, support the establishment of school sport structures,
provide equipment and attire to identified schools and support
cluster coordinators. R19million has been allocated for the
development and delivery of coach education programmes.
c) Allocations are being made as per the business plans and service
level agreements.
