(1) Why is the investment and development programme of Transnet and the Passenger Rail Agency of South Africa (Prasa) allowed R341 billion without his department having a national policy on railway lines or an integrated transport policy at its disposal to guide this investment and development programme; (2) whether the shareholders of Transnet and Prasa have approved the investment and development programme; if so, (a) when and (b) in what form; if not, (3) whether Transnet and Prasa are acting contrary to the will of their shareholders; if so, what are the relevant details in this regard?
