Ms E C van Lingen (DA-EC) to ask the Minister of Water and Environmental
Affairs:
1) Whether she intends to establish a Marine and Coastal Management (MCM)
office at Port St Francis to implement efficient port control and
increase access control; if not, (a) why not and (b) what action will
be taken to ensure efficient port control and increased access
control; if so, what are the relevant details;
2) whether MCM will provide an additional fully-manned and equipped boat
for the Eastern Cape, based at Port St Francis, to reduce the
turnaround time of launching MCM boats in Port Elizabeth; if not, (a)
why not and (b) what action will be taken to reduce turnaround time of
launching MCM boats in Port Elizabeth; if so, when will the fully-
manned and equipped boat be provided?

23. THE MINISTER OF WATER AND ENVIRONMENTAL AFFAIRS ANSWERS:
1) No. The department does not have any plans to open a Monitoring
Control and Surveillance station in Port St Francis.
(a)&(b) Marine and Coastal Management (MCM) hve a compliance station at
Jefferyâs Bay which services Cape St Francis and St Francis Bay.
Commercial landings are monitored by two permanent and two seasonal
resource monitors, appointed under contract by the Department. The
department is also in the process of increasing human capital and
resources in Port Elizabeth that will also service the Cape St Francis
area.
2) No.
(a)&(b) The Department is in the process of increasing its fleet of
small inshore boats in the Port Elizabeth area to service Port St
Francis. These are small mobile boats that can be towed and launched
wherever required.
