498. Mr O de Beer (COPE-WC) to ask the Minister of Water and Environmental
Affairs:
Whether, with reference to the 2009-10 Annual Report, her department
has served the accounting officer with a final written warning for
failing to implement and enforce controls to prevent the occurrence of
irregular expenditure arising from non-compliance with procurement
processes; if not, why not; if so, what are the relevant details?

REPLY:
Ms. Nobubele Ngele, the Deputy Director General: Corporate Services
was the Acting Director General when the Annual Report 2009-2010 was
prepared and finalised. She was issued with a Notice of Intention to
Suspend in terms of Chapter 7 of the Senior Management Service (SMS)
Handbook on 27 October 2010 regarding matters related to a Report of
the Auditor- General on Allegations of irregular expenditure in my
Department.
Subsequently, she was placed on precautionary suspension with full pay
on 1 November 2010 pending finalisation of a possible disciplinary
process against her.
At this stage no final written warning has been issued with reference
to the Annual Report as my Department is in the process of formulating
charges for disciplinary purposes in relation to the Auditor-Generalâs
report on alleged irregular expenditure.
