662. Mr D A Worth (DA-FS) to ask the Minister of Water and Environmental
Affairs:
(1) What is her response to the suspension of the Recycling and
Economic Development Initiative of South Africa (Redisa) by the
North Gauteng High Court;
(2) whether she will consider withdrawing her approval of the Redisa
plan entirely; if not, what is the position in this regard; if
so, what are the relevant details;
(3) whether the CEO of Redisa (name furnished) has the necessary
financial competence to administer the running of Redisa; if
not, (a) what is the position in this regard and (b) what will
be done to rectify the situation; if so, what are the relevant
details?

662. THE MINISTER OF WATER AND ENVIRONMENTAL AFFAIRS ANSWERS:
(1) The suspension of the implementation of the REDISA Integrated
Industry Waste Tyre Management Plan (IIWTMP) was not expected. It is
important to note that the entire judgement was in favour of the
Department of Environmental Affairs with the exception of one item
(the inclusion of Paragraph 15.1) which the Judge felt should have
been put out for public comment â a view that the Department does not
agree with; however, the Department accepts the courtâs decision.
(2) The Judge himself, in his judgement, had suggested a remedy: to
withdraw the approved plan, remove paragraph 15.1, and approve the
REDISA IIWTMP without paragraph 15.1 for implementation. This was done
on 30 November 2012. The withdrawal and approval government notice
numbers are 987 in Government Gazette No. 35926 and 988 in Government
Gazette No. 35927 respectively.
(3) The REDISA IIWTMP was evaluated and approved based on its merit and
not on the individuals working for the companies that will implement
the IIWTMP. The Department is confident that the monitoring and
oversight checks and balances outlined in both the REDISA IIWTMP and
the approval letter will ensure that the plan is implemented as agreed
to.
