INTERNAL QUESTION PAPER NO 1 of 2011
Mrs A T Lovemore (DA) to ask the Minister of Home Affairs:
(1) Whether her Department has manuals in place detailing standard
operating procedures for all forms of applications that require
processing and adjudication; if not, (a) why not, (b) when will such
standard operating procedures be in place and (c) how training of
officials dealing with processing and adjudication is achieved in the
absence of standard procedures; if so,
(2) whether (a) these manuals are (i) in place at each office where
processing and adjudication takes place and (ii) regularly updated to
incorporate changes in policy and legislation and (b) project-specific
manuals are in place; if not, why not, in each case; if so, what are
the relevant details in each case?

REPLY:
(1) & (2) The Honourable Member is, respectfully, referred to my response
to Question 3048 in 2010. It is attached, herewith, as Annexure
A, for easy reference.
I would also like to indicate that the Department,
through its Learning Academy is in the process of mapping a
survey which will be conducted in the first two quarters of the
2011/12 financial year. The purpose of the survey is twofold,
namely:
i) To assist all business units in the Department to improve
on the management of standard operating procedures; and
ii) To ensure that the content of training in the Department is
aligned to business processes, and that there is clarity on
procedures.
