1407. Mrs S V Kalyan (DA) to ask the Minister of Water and Environmental
Affairs:
(1) (a) When is the work on the raising of the Clanwilliam Dam (i)
scheduled to commence and (ii) due for completion and (b) how
much money has been allocated to this project;
(2) whether these funds are sufficient to see the project through to
completion; if not, why not; if so, what are the relevant
details;
(3) whether the values of the properties on the Nooitgedacht Nature
Reserve that are affected by the project and that are expected
to be purchased by her department have been determined; if not,
why not; if so, (a) when is it envisaged that these properties
will be purchased by her department and (b) what are the
further relevant details;
(4) whether her department is in communication with the owners of
these properties regarding the status of the project and its
timelines; if not, why not; if so, what are the relevant
details?

REPLY:
(1)(a)(i) The tender design for the raising of the dam is currently in
progress. Site establishment for the construction of the dam is
scheduled to commence in April 2012.
(1)(a)(ii) Depending on funding availability the target date for
completion is May 2016.
(1)(b) The Departmental budget provides for an expenditure of
R333.2 million on the project for the three financial years
from 2011/12 to 2013/14. The allocation for 2011/12 is R9.6
million.
(2) No. Further funding will be required as the total cost of the
project is estimated R1 6 billion and in addition funding would
be required for the conveyance system to distribute the water
from the raised dam to resource poor farmers and to assist in
their establishment. The latter costing still has to be done
and for that purpose a joint study is shortly to be undertaken
by the Department in conjunction with the Western Cape
Department of Agriculture.
(3)(a) No. The values of the properties affected can only be
determined after the high flood line has been finalised. The
latter depends on the design of the dam wall and spillway which
is still at a preliminary stage.
(3)(b) After the spillway design is complete and the high flood
level finalised, the drawings showing the new dam boundary line
and schedules of the additional area required can be prepared.
The independent professional valuator, already appointed, will
then use this information to determine compensation for each
affected property after discussions with each individual
landowner.

(4) Yes. The affected landowners were informed about the project,
and the procedures to be followed, at a meeting in Clanwilliam
after receipt of the Record of Decision in 2009. As soon as
there is further information relevant to the acquisition of
properties (as referred to in (3) above) there will be further
communication and engagement with the affected landowners of
progress to inform them of progress.
