Ms S P Lebenya-Ntanzi (IFP) to ask the Minister of Sport and Recreation:
Whether his department has developed any sports development clinics for
children living in rural areas; if not, why not; if so, what are the
relevant details?
REPLY
Yes, the rural areas are catered for under the Club Development Program
that is spread throughout the country, namely; in Limpopo Thakgalang
Volleyball Club in Thakgalang village; Eastern Cape, in Lusikisiki village,
the Coastal United Ladies Football Club. In Beaufort West, in KwaNokuthula
farm there is Bitou United Netball Club. In North West, Beisiesvlei, a
farm there is the Bees Handball Club. Schoemansdal, a village in
Mpumalanga there is Double Action Football Club. In Nkandla, a village in
KwaZulu Natal there is Cwaka Netball and Football clubs, while in Welkom,
at Phomolong village there is Phomolong Netball Club. In Northern Cape at
Magojaneng village, there is Total Aces Football Club.
These clubs and others benefit from the club development through training
and education programs such as coaching, technical officiating,
administration, life skills and first aid and they receive playing attire
and sport equipment as per the clubâs needs.
The school sport mass participation programme funded through the DORA grant
targets schools from rural areas as well as schools in severely
disadvantaged areas.
The programme supports the establishment of leagues for learners in schools
as well as skills development programmes for athlete that display talent in
specific codes. The skills development programmes are delivered to cluster
of schools at local and district levels. The schedules and reports of
these programmes are available from the provincial departments.
Through discussions between SRSA and respective provincial departments of
sport, arts and culture, some of these clubs are also assisted to affiliate
in formal structures when they rich the stage of readiness to compete with
other teams and play a league every weekend.
The Siyadlala programme targets rural areas and mostly poorest of the poor
communities. 60% of the 594 hubs are in the rural areas. The programme
focuses on introducing sport at grass root level. Participation is promoted
from the cradle to senior citizens and it ranges from sport specific
festivals to indigenous games and senior citizens games.
The programme supports both sport development and sport for development
activities. Sport for development includes using sport to address HIV and
Aids awareness, mass mobilization to galvanise support to teams that
participate in world cup games, and environmental awareness amongst others.
The hubs are supported with equipment and capacity building in event
management first aid, basic sport and recreation administration and
coaching.
