Whether, as a result of the massive expenditure on security upgrades at Nkandla in a period of rapidly shrinking fiscal space requiring the Government to constrain expenditure substantially, he will ensure that the national executive gives immediate attention to (a) capping the amount that can be spent on security upgrades for the private homes of qualifying executive members, including the Deputy President and President, (b) specifying which items can be classified as security requirements for the purposes of security installation, (c) identifying a clear process for relevant departments to follow and how to interact with each other, (d) the requirements for the executive member qualifying for security upgrades to go through the plans and affix his or her signature to the security upgrades and cost schedules and (e) seeking Cabinet approval for a fixed budget on the basis of a report with minutes of all discussions attached; if not, why not; if so, what are the relevant details for each of the above?
