(1) Did Eskom make use of international benchmarks to assist the Eskom Board to set the desired levels of maintenance expenditure; if so, (a) which international benchmarks were used between 2000 and 2015, (b) why was this expenditure consistently much lower than known benchmarks,(c) to what extent did the Eskom Board rely on the Operational Sustainability Index to set the levels of plant maintenance expenditure, (d) did the Eskom Board question the allocation of a 100% Operational Sustainability Index for generation in (i) 2000, (ii) 2001, (iii) 2002 and (iv) 2005, (e) why was this index no longer used after 2008 and (f) why was the practice to reduce maintenance expenditure in favour of low-cost production not immediately stopped when the electric arc furnace reduced from 92% in 2001 to 89,3% in 2002 (details furnished); (2) (a) what was Eskom’s generation maintenance expenditure, excluding transport and other expenses, on each plant in each of the years from 2000 until 2015, (b) what was the Eskom labour component thereof, (c) what was the cost of material incurred, (d) what was the cost of subcontractors, including that of certain companies (names furnished), (e) how much of this expenditure was capitalised and (f) why is the reported gross maintenance expenditure in 2013 and 2014 lower for consolidated group than for company (details furnished); (3) (a) what was Eskom Group’s transmission maintenance expenditure, excluding transport and other expenses, in each of the years from 2000 until 2015, (b) what was the Eskom labour component thereof, (c) what was the cost of material incurred, (d) what was the cost of subcontractors, including that of certain companies (names furnished) and (e) how much of this expenditure was capitalised?
