South Africa was instrumental in the international negotiations that saw the conclusion of the United Nations Convention against Torture, UNCAT which it ratified in 1998. Articles 2 and 16 of the UNCAT oblige each state arty to take effective measures to prevent acts of torture and other cruel, inhuman or degrading treatment or punishment.
