Chairperson, let me start by saying that Cope supports the Budget Vote. However, one needs to raise concern about the level of co- ordination by the department over state-owned enterprises that fall under the control of the department. In some instances, you find that the priorities clash, and there seems to be no coherence following a singular strategic direction. An example is of Transnet versus the Passenger Rail Agency of SA's views on the operational role of rail networks. Also, the issue of bailouts is common across state-owned enterprises and requires serious review. Lastly, the absence of a policy to co-ordinate the monitoring of state-owned enterprises under the auspices of the department is urgently required. Thank you, Chairperson.
