The DCS should provide a report on efforts made to ensure that no transfer takes place unless the inmate being transferred has a complete case file, reflecting his or her entire history while incarcerated. Forcing inmates to start programmes from scratch frustrates them, results in unnecessary expenditure, and impacts on their eligibility for parole and ultimately efforts to reduce the prison population.
