Mr Sturdy indicated that the failures of the Doha Round were resulting in a lot of bilateral agreements and that the Sugar Protocol was good for those who were a part of it. He advised the meeting that he would express the concern of the South Africans vis--vis trade and the impacts of the opening up of the markets to the Director-General of the External Action Services. He agreed, however, with the argument that protectionism was not the correct approach.
