[Mr M M SWATHE: Hon Speaker, the DA members would like to send their condolences to the bereaved families. We would also like to indicate to the nation that we accept their diverse traditions. Limpopo human settlements MEC Clifford Motsepe has indicated that he wants all illegal initiation schools to be closed and the owners of these schools locked behind bars. His words are welcomed. He has indicated that there are approximately 158 illegal initiation schools in Limpopo.
He further indicated that the 140 legal initiation schools will start to operate from June this year. He disapproved applications for 30 initiation schools because to his knowledge the owners of the schools do not qualify to run such schools.
The DA members are not happy with the following: people who run initiation schools illegally; initiation training that starts before the school holidays; the operation of initiation schools without proper knowledge, experience and accountability; and the idea of using initiation schools as businesses. Initiation schools are not meant for that. We believe that initiation schools are part of the heritage and traditions of Africans. They have to be respected because these are places where young people are taught about life so that they become responsible men in the future.
The Muslims, Jews and other groups have their own traditions which they are following. There are no reported death cases from their training because they do their training properly.
Only people who are knowledgeable and responsible should get the approval to run initiation schools. We are aware that there are many initiation schools that are operating in Limpopo and Mpumalanga. At the same time, it is surprising that the traditional leaders were not aware of the initiation schools that were operating on their land. Every traditional leader is expected to take care of his or her community and the land.
People do not have to lose their lives because of money. We have heard that initiates pay an admission fee of R1 500 to R3 000 each and that they also buy maize meal and meat. This has turned these schools into big businesses. Upon hearing about the five initiates who have been admitted in hospitals in Limpopo, I decided to visit them because Sekhukhune falls under the area that has been allocated to me. Most of the initiates died in the area of Dennilton, where many initiation schools are run. It is the Ndebele and Bapedi groups. I visited the initiates at Philadelphia Hospital and St Rita's Hospital in Glen Cowie. However, I was denied entry into the hospitals to see the initiates.
Is this supposed to be a secret? Why am I not allowed as a Member of Parliament to visit the injured initiates in hospital? We wanted to see the degree of their injuries and provide help where we can. I was told to go and ask for permission from the director of the department of Health in Limpopo. It seems that the government is also involved in this. They don't want people to get information.
Another problem with regard to initiation schools is the lack of proper care for initiates. While visiting the hospitals we noticed that the injuries incurred by those children... [Time expired.] Thank you.]
