Chairperson, I hereby move without notice:
That the Council -
1) notes that during recent oversight visits as well as the Provincial Week and Taking Parliament to the People Programme one was once again struck by the poor infrastructure, in particular the lack of sporting facilities and equipment at underprivileged schools, especially in the rural areas;
2) further notes that this state of affairs deprives learners of equal opportunities to develop their sporting talents and to compete at any level;
3) acknowledges that this is a major stumbling block for redressing inequalities of the past and for implementing the government's policy of equitable provision of opportunities and an enabling environment to develop;
4) therefore welcomes the National Sport and Recreation Plan recently announced by the Minister of Sport and Recreation, Minister Mbalula, which includes a transformation charter geared at empowering underprivileged schools and learners with sporting talents as well as a national school sport plan, in partnership with the Department of Basic Education, aimed at equipping schools with sports facilities and knowledgeable coaches; and
5) commends the Minister on his initiatives and calls on all role- players and stakeholders to ensure that these initiatives are successfully implemented and sustained.
