3.1 The Ceasefire Campaign The Ceasefire Campaign argued that the people of South Africa's experience of insecurity does not relate to military security, but to "human security" - that is security in terms of jobs, housing, food, education, healthcare, adequate policing and, power and water services. It believes that the proposed substantial increase in South Africa's military spending is not what one would associate with a country that has no enemies and no prospect of any conventional military threat; and not what one would expect from a country with the sort of human security threats that South Africa has.
