The third of privileges are those that attach to Parliament itself. These exist for the purpose of enhancing Parliament's status, dignity and proper functioning. As the consultants point out it is not clear which of the inherited common-law privileges survive and the continued existence of some common law offences may be questionable. Furthermore it may be that there is an overlap between the privileges of Parliament, and the powers of Parliament in this regard. The following issues serve to illustrate the more general proposition that Parliament is entitled to have its status protected.
