Mr K P Sithole (IFP) to ask the Minister of Human Settlements:
(1) Whether she has a database of the number of (a) persons who are
staying in the hostels that she intends to abolish and (b) hostel
dwellers who are unemployed;
(2) what mechanism will she use to alert the hostel dwellers about her
intention to abolish the hostels?

REPLY:
(1) There is currently no national database on residents who occupy
hostels. However, the Department is presently in the process of
attaining information from provinces which relates to the current socio-
economic status of residents occupying old hostel buildings.
(a) Some of this information is located in municipal and provincial
databases but the accuracy of such needs to be verified due to the
trends of nomadic movement in rental tenancy and illegal occupation.
(b) The employment status of legal occupants will be verified once
information in (a) has been received.
(2) Within the Community Residential Units Programme programme there is a
funding element that can be utilised for community facilitation. This
funding is meant to ensure that affected residents are kept abreast of
all developments and intentions relating to project activities and
execution, by funding the appointment of community liaison officers as
well as co-ordinating workshops with community structures on an on-going
basis.
In the spirit of partnerships, emphasised during my budget vote
speech on 7 May 2015, I invite the Honourable member to assist us in
educating our people about human settlements programmes. It is our
collective duty, as public representatives, to contribute in changing
lives of our people.
