It was reported that in many instances, women who had RDP houses were not eligible for additional or new houses as records indicated that they had already received housing, despite the fact that the perpetrator was occupying the house or that they had separated or divorced. . There was therefore an urgent need to respond to secondary housing for victims of domestic violence. . In addition to the need for more shelters, there was also no policy that made provision for women who exit shelters to access housing.
