Chairperson, I move the motion printed in my name on the Order Paper, as follows:
That the Council -
1) suspends Rule 239(1), which provides, inter alia, that the consideration of a Bill may not commence before at least three working days have elapsed since the committee's report was tabled, for the purposes of consideration of the National Youth Development Agency Bill [B82 - 2008] (National - Assembly sec 75) on Thursday, 27 November 2008;
2) subject to the concurrence of the National Assembly, suspends Joint Rule 154(2), which provides that the Joint Tagging Mechanism may not classify a Bill before the expiry of the period stated in the Announcements, Tablings and Committee Reports, in respect of the Bill (see Announcements, Tablings and Committee Reports, 20 November 2008, p 2321); and
3) subject to the concurrence of the National Assembly, for the purposes of conducting the debate today on the National Youth Development Agency Bill [B 82 - 2008] (National Assembly - sec 75), suspends Joint Rule 220(2), which requires that a translation of a Bill's official text must be received by Parliament at least three days before the formal consideration of the Bill by the House in which it was introduced.
