Ms T G Mpambo-Sibhukwana (Western Cape-DA) to ask the Minister of Human
Settlements:
(1) (a) What progress has been made by her department in respect of
issuing title deeds in the rural areas in the past five financial
years to date, (b) how many title deeds have been issued in each area
and (c) how long did it take to finalise them;
(2) whether she will provide a timeline for the completion of the issuing
of outstanding title deeds in the rural areas in each (a) province and
(b) municipality; if not, why not; if so, what are the relevant
details?

REPLY
(1) While the Department has prioritised the registration and
issuing of title deeds to all beneficiaries of state-subsidised
houses, a significant number of houses have been built on tribal/trust
and communal owned land, mainly in KwaZulu-Natal, Limpopo, Mpumalanga
and North West, and to a lesser extent, the Eastern Cape. In areas
where the land has not been surveyed and sub-divided, formal title
deeds cannot be registered, and the older Permission to Occupy (PTO)
certificate would usually provide tenure security. The implication is
that a significant percentage of houses built in these rural areas
would therefore not result in a title deed being registered in the
Deeds Registry. Therefore, information on the number of title deeds
registered in rural areas is not currently available.
(2) For the reasons outlined above, a timeline for the completion
of the issuing of outstanding title deeds in the rural areas cannot be
provided at this stage.
