3.1 Briefing by the National Department of Agriculture, Forestry and Fisheries (DAFF). The DDG for the Fisheries Management Branch, Mr Mannya presented the mandate and an overview of the Fisheries Management Branch. The Chief Directors for different portfolios within the Branch also presented and provide responses to the Committee Members' questions. In his presentation, Mr Mannya gave a brief history of the location of the fisheries sector within Government until its final placement in the Department of Agriculture, Forestry and Fisheries in 2010. The DDG mentioned that within the Fisheries Management Branch, there is a Marine Living Resources Fund (MLRF), a Schedule 3A Public Entity, established in terms of Section 10 of the Marine Living Resources Act (Act No. 18 of 1998), which serves as the main source of funding for operations of the Fisheries Branch. He reported that the revenue that is generated from fishing licence fees, permits and fines, the collection of which is declining, are paid into the MLRF and also cover the operating costs of the Branch including support functions. He highlighted that the Department's Medium Term Expenditure Framework (MTEF) allocation covers only personnel functions, vessel operating costs, Working for Fisheries Programme (WFP) and part of the marine aquaculture function.
