Mr C F B Smit (DA-Limpopo) to ask the Minister of Health:
(a) At which hospitals (i) were Chief Executive Officers (CEOs) appointed
in the Sarah Baartman District, (ii) is this position still vacant and
(iii) does the CEO also fulfil the position of a medical officer, (b) what
are the reasons for these double responsibilities, (c) what remuneration
packages are offered to persons fulfilling both roles and (d) who bears the
ultimate responsibility and/or liability where the CEO is also a medical
officer?

a) (i) The status in respect of the appointment of hospital CEOs
at Sarah Baartman District is as follows:

b) In respect of Themba and Marjory Parrish TB Hospitals, these are small
hospitals (less than 50 beds) where the CEO can perform both
administrative and clinical work. The Department is in the process of
appointing a medical officer for PZ Meyer Hospital. In respect of
Andries Vosloo and Fort England Psychiatric Hospitals, whilst the
Hospital CEOs are medical officers, they do exclusive administrative
work.
There is an Acting CEO at BJ Vorster following the passing of the CEO
in the recent tragedy in Nigeria. Aberdeen and SAWAS Hospitals do not
have hospital managers and the Department is finalising the process of
advertising these positions.
c) The CEOs who are also medical officers in the small hospitals are paid
on OSDC package for medical doctors which is at a higher remuneration
level than that of hospital CEOs who are remunerated at salary level
11.
d) Where an official is appointed in an Acting Hospital CEO position,
they take on the responsibility and accountability of this position.
The selection of such a person to act is based on the understanding
that the employee who is selected has both the ability and willingness
to carry out both functions.
The State assumes vicarious liability for the actions of its
employees. However, over and above the vicarious liability of the
employer, where the liability arises out of the Acting CEOâs own
negligence or deliberate disregard of laws and regulations, such
liability rests with the affected employee.
