(1) With reference to the severe drought that the Kannaland Local Municipality in the Western Cape experienced towards the end of the 2014-15 financial year, what plans have been put in place by (a) her department and (b) the local municipality to ensure long-term water security in the specified municipality; (2) whether any (a) additional boreholes were drilled and/or (b) existing boreholes were upgraded in the specified municipality (i) in the 2014-15 financial year and (ii) since 1 July 2015; if not, in each case, why not; if so, (aa) how many boreholes were (aaa) drilled and/or (bbb) upgraded, (bb) how much did it cost, (cc) what was the average expenditure for each borehole, (dd) from which budget(s) was the money taken and (ee) how much water, in litres per second, does each specified borehole deliver; (3) whether the rate of water flow from the specified boreholes is economically viable; if not, why not; if so, what are the relevant details; (4) whether the construction of a new dam to service the specified local municipality is being considered; if not, why not; if so, (a) what is the expected costs of such a dam and (b) when will construction commence?
