(1) Whether, in view of the urgency to create jobs in South Africa, he has studied how expeditiously the SA Heritage Resource Agency (SAHRA) was processing applications for the development of new building projects; (2) whether (a) the rate at which SAHRA was processing the specified applications was facilitating, hindering or actually stopping new developments relative to other regulatory organs and (b) the impact thereof was impacting positively or negatively on the construction industry and on job creation and job preservation; if not, why not, in each case; if so, (i) what are the details of the average processing time for approvals relative to other regulatory bodies and (ii) what was the level of satisfaction of property developers with the efficiency and helpfulness of SAHRA; (3) whether he has assured himself that SAHRA was not creating a climate conducive for bribery through impeding the processing of application for construction?
