Mrs M Wenger (DA) to ask the Minister of Water and Environmental Affairs:
(1) Whether her departments received any funds for the Expanded Public
Works Programme in the (a) 2010-11, (b) 2011-12 and (c) 2012-13
financial years;
(2) whether any of these funds were earmarked for (a) capital or (b)
infrastructure-related projects; if so, (i) what are the names of
these projects, (ii) where are these projects situated, (iii) what is
the value of each project and (iv) how many jobs have been created by
each project;
(3) in each case, what process was followed to appoint project (a)
implementers and (b) consultants;
(4) in each case, were funds transferred to project implementers (a) in a
lump sum or (b) through progress payment; and
(5) whether any projects have been impeded due to maladministration or
corruption; if so, (a) which projects have been affected and (b) what
action has been taken in each case?
3134. THE MINISTER OF WATER AND ENVIRONMENTAL AFFAIRS REPLIES:
(1) The Department of Environmental Affairs, Branch: Environmental
Programmes has received the following funds for the following
programmes:
The Working for Water and Working on Fire Programmes received the
following funds:
(a) 2010-11: R956 816
(b) 2011-12: R1 304 527
(c) 2012-13: R1 461 744
The Environmental Protection and Infrastructure Programmes received
the following funds:
(a) 2010-11: R534 014 333
(b) 2011-12: R630 419 000
(c) 2012-13: R1 129 900 000
South African National Parks (SANParks) received funding for
infrastructure from the Department of Environmental Affairs Social
Responsibility Programme (DEA SRPP â now DEA Environmental Protection
and Infrastructure Programme) in March 2010 for the following
2 years, as outlined in (b) below.
The South African National Botanical Institute (SANBI) received
funding for four garden-based Expanded Public Works Programme (EPWP)
projects from the Department of Environmental Affairs, for the
financial years (b) 2011-2012 and (c) 2012-2013. In addition, DEA
awarded a project in the Lowveld National Botanical Garden, although
this project was managed by DEA with a DEA-appointed implementer.
The South African Weather Services (SAWS) did not receive any funds
for the Expanded Public Works Programme in (a) 2010-11, (b) 2011-12
and (c) 2012-13.
The iSimangaliso Wetland Park did not receive any funds for the
Expanded Public Works Programme in (a) 2010-11, (b) 2011-12 and (c)
2012-13.
(2) Department of Environmental Affairs
(a) No.
(b) Yes, classified as transfer payments. See attached list in
response to (i), (ii), (iii), and (iv).

The South African National Biodiversity Institute (SANBI) received
funds from the Department of Environmental Affairs earmarked for
infrastructure related projects, to improve tourism infrastructure
inside the garden as well as removal and clearing of alien invasive
plants from the natural estates in each of the national botanical
gardens.

The South African Weather Services (SAWS): Not applicable, see

iSimangaliso Wetland Park
One programme was infrastructure related (tourism upgrade for R28
million). The three projects for which iSimangaliso received funds
from DEA were KZN-iSimangaliso Coastcare, iSimangaliso Natural
Resource Management: Working for Water, and KZN-iSimangaliso:
Upgrading of Tourist Accommodation. The projects are situated in the
iSimangaliso World Heritage Site. The values are R9.5 million, R38
million, and R28 million respectively. The total number of jobs that
have been created to date is 2 493
(3) The Department of Environmental Affairs
(a) Appointed from a database of approved implementing agents.
(b) Appointed by the implementing agents
The South African National Parks (SANParks) as a Government Entity
reporting to DEA, submitted applications for funding according to
priorities of all national parks. DEA approved funding for selected
projects. Projects were implemented by SANParks Infrastructure and
Special Projects Unit. SANParks appointed certain professionals, i.e.
consulting engineers and quantity surveyors to assist with projects,
and these companies were appointed by following SCM processes, i.e.
panels of professionals or quotations.
The South African National Biodiversity Institute (SANBI): In all
four projects (excluding the Lowveld NBG, where DEA appointed the
Implementer through its internal systems and processes), SANBI itself
(the Schedule 3A Public Entity responsible for managing, maintaining
and developing South Africaâs national botanical gardens) has been
appointed as the Implementer. Consultants are appointed according to
SANBIâs normal procurement and SCM processes/procedures.
The South African Weather Services (SAWS): Not applicable, see
response to 1 above.
iSimangaliso Wetland Park is a DEA agency; iSimangaliso implements
directly and does not use implementing agents.
(4) The Department of Environmental Affairs
(a) No.
(b) Yes.
Funds were received as progress payments, based on the progress and
status of each project.
The South African National Biodiversity Institute (SANBI): In each
case, initial payments for phases one and two as stipulated in the
Business Plan were transferred to SANBI, and subsequent progress
payments transferred were based on the planned drawdown payments per
Business Plan, subject to site inspections and up to date monthly
reports received by Department of Environmental Affairs.
The South African Weather Services (SAWS): Not applicable, see
response to 1 above.
iSimangaliso Wetland Park: Funds were transferred from DEA to
iSimangaliso through progress payments for three programmes:
coastcare, working for water, and upgrading tourist accommodation.

(a) None.
(b) None.
South African National Parks (SANParks): All projects completed
within budget and timeframes, and unqualified Completion Audits
submitted to DEA for all projects, accounting for all funds and
deliverables.
South African National Biodiversity Institute (SANBI): In each case,
initial payments for phases one and two as stipulated in the Business
Plan were transferred to SANBI, and subsequent progress payments
transferred, were based on the planned drawdown payments per Business
Plan, subject to site inspections and up to date monthly reports
received by DEA.
The South African Weather Services (SAWS): Not applicable, see
response to 1 above.
iSimangaliso Wetland Park: Not applicable.
