Mr A P van der Westhuizen (DA) to ask the Minister of Higher Education and
Training:
1) Whether he has signed off on the analysis of the results of the
November 2011 examination cycle of the further education and training
(FET) colleges; if not, when will he publish the results; if so, when;
2) (a) what are the reasons for the delay in releasing the results and
(b) how do the results compare with those of (i) 2008, (ii) 2009 and
(iii) 2010;
3) Whether any steps have been taken since the end of 2011 to improve the
achievement levels of learners of FET colleges; if not, why not; if
so, what steps?

REPLY:
1. Yes, I have signed off on the analysis of the November 2011 examination
cycle results on 07 May 2012.
2. (a) The results were released to examination centres for distribution to
individual candidates on 06 January 2012.
b) The table below highlights the national certification rates over the
past three years for the various programmes and qualifications.
The transitional phasing out of the Report 190/1 programmes in 2009 and
re-introduction in 2010 resulted in a lower national certification rate
in 2010 but this has significantly improved in 2011. The National
Certificate (Vocational) pass rate has increased steadily over the three
years since its introduction in 2007.

3. Key support interventions have been instituted to improve student
performance and certification. This includes:
⢠Internal Continuous Assessment (ICASS) workshops were conducted for
all 50 FET Colleges in January 2012.
⢠Best practice workshops were held to equip lecturers with the
necessary knowledge and skills to conduct credible practical
assessments for workshop-based learning in two of the NC(V)
engineering programmes.
⢠Lecturer training in the revised Mathematics L3 curriculum was
undertaken in 2011 for implementation in 2012.
⢠Several colleges, supported by the Department, were involved in
academic support programmes for underperforming students in Language
and Mathematics programmes.
⢠Textbooks for the revised Mathematics L3 curriculum were evaluated in
2011 and approved for procurement by FET Colleges for the 2012
academic year.
⢠An Academic Managersâ workshop was held for all 50 FET Colleges to
provide guidelines on the monitoring of student academic performance
throughout the year to prepare students for the final examinations.
⢠More recently, the internal assessment guidelines for the Report 191
programmes have been developed and are being distributed to colleges
for comment. This will strengthen the quality of teaching and learning
in the N1-N6 programmes going forward into 2013. This initiative will
be supported through workshops with lecturers.
