1970. Mrs J D Kilian (Cope) to ask the Minister of Police:
(a) In which countries are police officers currently deployed on
peacekeeping engagements, (b) how many police officers have been deployed
to each specified country, (c) since what date have they been deployed on
each specified mission, (d) what is the reason for deploying police
officers outside the country and (e) on which legislative provision does he
rely for such deployment?

REPLY:
(a) The SAPS is involved in Peacekeeping in United Nations/African Union
Mission in Darfur, (UNAMID) Sudan and United Nations Mission in the
Republic of South Sudan (UNMISS).
(b) Since 2005, SAPS has been deploying 100 members annually on rotation
basis to Sudan; Darfur under African Union Mandate (AMIS) and from
2008 the mandate changed to hybrid operations under AU and UN mandate
called UNAMID. Currently we have one (1) police office in Darfur.
With regard to deployment to South Sudan, South African Police
Service since 2012 assisted government of South Sudan by deploying
(15) police members for capacity building programmes. In 2013 SAPS
deployed additional (17) under UNMISS.
(c) UNAMID: since 2005 February, to date.
UNMISS since 2012 March, to date.
(d) At the request of the AU and UN mandate SAPS members have been
deployed for humanitarian assistance in UNAMID and for capacity
building in UNMISS and this is in support of the South African
government Foreign policy initiatives as outlined in Outcome 11 of
government programme of action âCreating a better South Africa and
Contributing to a better and safer Africa in a better Worldâ.
(e) The South African Police Service Act 1995, (Act No.68 of 1995)
provides that the National Commissioner of the South African Police
may deploy police members outside the borders of the Republic
with the permission of the Minister and the Cabinet, the White Paper
on South African Participation in International Peace Missions, as
sanctioned by the Mandating Authority, be it UN Security Council/AU
Peace and Security Council /SADC Summit.
