Mr M S F de Freitas (DA) to ask the Minister of Home Affairs:
Why have there been delays in the (a) finalisation and (b) implementation
of Regulations pertaining to the Births and Deaths Registration Amendment
Act, Act 18 of 2010?

REPLY:
(a) & (b) The delay was caused due to research being conducted in respect
of the methodology of conducting paternity tests, cost
implications, the registration process for paternity tests service
providers as well as death registration process verification in
rural areas where there are no medical practitioners. The drafting
of the forms to be completed by the applicants also took a long
time to complete in view of the critical information that needs to
be captured in these forms by the applicants. The implementation of
the final Regulations will take place after I have considered and
approved them.
