Mr P D Mbhele (Cope) asked the Minister of Transport:
Whether the National Joint Working Group (NJWG) is still functioning;
if not, what is the position in this regard; if so, (a) how much money
has his department budgeted for NJWG operations (i) in the 2009-10 and
(ii) 2010-11 financial years, (b)(i) what amount has been spent in
each financial year and (ii) how was the money spent in each case and
(c) how many meetings has the NJWC held in the current financial year?

REPLY:
The Minister of Transport:
After the resolution of the impasse over the Bus Rapid Transit (BRT)
processes in all municipalities, the engagement strategy was reviewed.
At present there is an ongoing and fruitful platform with the South
African National Taxi Council (SANTACO) at national level, and with
provincial departments constantly engaging with their own structures.
a) (i) R2 million was set aside for the NJWG in 2009/10 financial year.
Since the NJWG was established during the course of the financial
year, it was not budgeted for as a project at the beginning of the
2009/10 financial year, but funds were identified within the Goods and
Services budget to fund it.
(ii) No budget was set aside for the NJWG in the 2010/11 financial
year.
b) (i) No exact figure could be said to have been spent in the 2009/ 10
financial year since the NJWG involved officials within the Department
of Transport (Public Transport branch and other offices), and the
expenditure involved could also not be debited against NJWG as
project.
No expenditure was incurred in 2010/ 11 financial year with regard
to NJWG.
(ii) No expenditure incurred.
c) No meetings have taken place in the current financial year.
