Mr G G Boinamo (DA) to ask the Minister of Labour:
(1) With reference to the briefing to the Portfolio Committee on
Labour on 29 March 2011 (details furnished), when were
amendments to the Unemployment Insurance Act, Act 63 of 2001,
drafted;
(2) whether these amendments were presented to her; if not, to whom
were they presented; if so, (i) when and (ii) what is the
current status of these amendments;
(3) whether the amendments have been presented to (a) Cabinet and
(b) the National Economic Development and Labour Council
(Nedlac); if not, why not, in each case; if so, when were they
presented in each case;
4) whether she intends tabling the amendments in Parliament; if
not, (a) why not and (b) what are the reasons for the delay; if
so, when?

MINISTER OF LABOUR REPLIED:
(1) The proposed amendments to the Unemployment Insurance Act, Act
63 of 2001, were drafted in 2009,and they were put on hold based
on that,
(2) Currently there is a process underway in Government towards the
development of a Comprehensive Social Security system and the
DOL is monitoring the process to determine the impact of the
reform proposals on the unemployment Insurance Fund and possible
legislative change that may emerge from that process.
