1) (a)Total number of registered old age homes that was approved for
subsidy is 94. See attached schedules per region.
Total number of private old age homes registered is 143

(2) 90 homes are registered and funded, there are 4 homes registered and
approved for funding but will only received funding in 2010/11
financial year
(b) Act 13 of 2006 indicates that all services to older persons must
be registered. The definition of residential facilities includes
housing schemes, hostels and retirement villages. The province did not
register these facilities as the current legislation does not provide
for this. As soon as Act 13 of 2006 is implemented all services and
facilities for older persons will have to register with the
department. One home has been registered temporarily as this home was
previously in North West province. Therefore 93 homes are registered
permanently.
QUESTION 3
Whether all older personsâ homes have been inspected to ensure that
they meet minimum standards; if so, (a) when, (b) who conducted the
inspection and (c) what are the minimum standards that each older
personâs home must meet;
ANSWER
Social workers from Regional offices are doing quarterly onsite
visits, the M&E officials are visiting on a monthly basis to monitor
the finances and the sub directorate Care and Services to Older
Persons at the Provincial office from the Chief Directorate Statutory
Social Work is monitoring compliance with legislation though DQAs,
audits and onsite visits.
The Developmental Quality Assurance (DQA) has a developmental
approach and therefore no penalties have been instituted against any
residential facility. The department instituted corrective measures as
part of the Organizational Development Plan for residential facilities
which did not meet all the Norms and Standards. The main developmental
areas identified are:
1) The DQ 98 screening tool is not always correctly completed and re-
screenings are not done on an annual basis.
2) The legislative registers are not always kept and the Incident
forms and the register do not correspond
3) Financial systems are not always followed and at some homes there
are mismanagement of funds
4) Transformation issues

4) Whether any older personsâ home has failed to meet the minimum
standards; if so, (a) which homes and (b) what are the (i) results and
(ii) penalties of failing to meet these standards;
ANSWER:
The Department inherited Homes for the Aged that had different
standards. E.g. buildings and facilities in disadvantaged communities
were not accessible and safe for older persons in the community. As
such in some of the homes the department did put ramps.
Homes that are in disadvantaged communities do not meet the standards
for frail care centres in comparison with Homes in the advantaged
communities.
Homes in the disadvantaged communities did not have basic norms such
as adequate staff, good security system, well equipped kitchen,
bedding etc.
Post 1994, the Department embarked on a process in improving the norms
and standards of these Homes.
A Developmental approach is followed to assist developing
organisations to meet the minimum standards therefore no penalties are
being issued.
