Mr AM Mpontshane to ask the Minister of Basic Education:
How many teaching hours were lost prior to the 2009 elections as a result
of teachers from a certain union campaigning in the run-up elections?

REPLY:
Paid Time-off for educators are regulated in terms of Chapter G of the
Personnel Administrative Measures (PAM). Educators who belong to registered
trade unions are entitled to time-off for organizational duties subject to
the academic programme not being interrupted. The time-off clause does not
make provision for campaigning in lieu of a political party in the lead up
to any elections. Therefore no data exists in PEDâs other than requests for
time-off.
Time- off is also provided for elected representatives of trade unions to
carry out employee organization duties during school hours provided that
the duties are related to representivity.
Although educators are entitled to stand as public representatives and can
belong to a political party, he/she must campaign or do political work
after working hours.
