3037. Mr D J Maynier (DA) to ask the Minister of Defence and Military
Veterans:
Whether her department is implementing any strategic capital acquisition
projects; if not, why not; if so, in respect of each specified project,
what (a) is the project name, (b) product is being procured, (c) is the
total (i) budget, (ii) amount spent and (iii) overspend or underspend on
the project and (d)(i) total amount of time has been (aa) allocated and
(bb) used and (ii) is the total amount of time ahead of or behind schedule?

REPLY
The Department of Defence manages approved Capital Acquisition projects as
reflected in the South African National Defence Force Capital Acquisition
master Plan (SCAMP). These projects are funded through the Special Defence
Account (SDA). In the year 2000, a number of special acquisition projects
were entered into a government-to-government agreement. These projects were
funded by external funds under a special financing model and they were
collectively known as the Strategic Defence Packages (SDPs). Chief Defence
Mateâriel reports quarterly and annually on progress made on all projects
in terms of risks, challenges and achievements. The Department of Defence
cannot provide the detailed information as requested due to the sensitivity
of the projects; however, the information can be provided in a closed
session.
