Mr M W Rabotapi (DA) to ask the Minister of Sport and Recreation:
(1) What criteria is used to determine which sports codes are funded
by his department;
(2) whether
(a) touch rugby and
(b) karate are funded by his department; if not, why not; if so,
what amount did each sporting code receive in the
(i) 2010-11,
(ii) 2011-12 and
(iii) 2012-13 financial years?

(1) Criteria for funding of sport codes:
(a) The Department funds all the recognised national sport and recreation
bodies in line with the provisions of the Recognition of Sport and
Recreation Bodies Regulations. The funding is made available in
accordance with the Financial and Non Financial Support Framework.
This funding is allocated according a criterion based on the
classification and categorisation of the sport and recreation bodies.
The recognised Sport Bodies have been classified into three
categories, namely A, B and C. Category A is made up of federations
which are considered as Priority Codes. A special allocation is also
made to these federations for purposes of implementation of the
national school sport programmes. The Category B codes are referred
to as âTier Twoâ codes and are given key support as well with the rest
of the remaining codes classified into category C. This formula also
considers the historical performance on a variety of factors including
world and continental rankings, ability to win medals, production of
world class and world recognised and certified coaches, technical
officials and referees as well as their good standing and governance
record, amongst other considerations. Categories B and C include multi-
code bodies such as Masters Sport, Disability Sport as well as
Recreational bodies. This prioritization is in line with the
provisions of the National Sport and Recreation Plan.
(2) Whether touch rugby and Karate are funded by the Department:
(a) The Department allocates funding to the South African Rugby Union
(SARU) as the recognised Sport Body and custodian of the sport code of
Rugby in our country. The funding is allocated to the sport body to
administer and promote the sport of rugby in all its facets. These
include wheel-chair rugby, womenâs rugby, Sevenâs rugby and Touch
Rugby. The sport body is responsible for the promotion of all facets
of the game through its affiliates who focus on the different styles
and aspects of the game.
(b) Yes, the sport of Karate if funded via the recognised sport body for
the code being Karate South Africa. However Karate SA has not accessed
this allocation in the past three years despite the continuous
allocation of a budget to the sport body. This has been the result of
Karate SA being placed under administration as their affairs and good
governance were in doubt. This was also followed by their suspension
by the South African Sport Confederation and Olympic Committee
(SASCOC). Therefore no funds have been transferred to Karate SA for
the specified period. The Department has however made funds available
for this sport body in this financial year 2013/2014 and the sport
body had managed to comply with the funding requirement of the
Department. The sport body has therefore accessed its budget after the
long period of not accessing the available resources.
