492. Mr V B Ndlovu (IFP) to ask the Minister of Police:
What is his department doing to align itself with the National Development
Plan?

REPLY:
The Department of Police embraces Vision 2030 and recognizes the National
Development Plan as a means for ensuring an integrated approach (in the
Cluster and beyond) to realize safer communities that our government
envisions.
The planning process, internal strategies and priorities of the Department
have been crafted to ensure that we align ourselves to at least the
following identified minimum and critical areas:
i. Strengthening the criminal justice system.
ii. Making the police service professional.
iii. Building safety using an integrated approach.
iv. Building community participation in community safety.
By virtue of its Constitutional remit, the Department has engaged the NDP
and is implementing a number of NDP priority areas at leastthrough the
following:
i. Full implementation of the Ministerial Priorities which already
capture the spirit and broader elements of the NDP â these priorities
already shape the Strategic Plan 2010-2014 and Annual Performance
Plans of the SAPS over the MTEF period;
ii. Realignment of SAPS operational plans to ensure proper implementation
of the two critical chapters (Chapter 12 and 14) that relate to the
nerve centre and mandate of the SAPS;
iii. Espousing the advancement of an integrated planning and implementation
approach of the JCPS Cluster;
iv. Structured ongoing discourse at SAPS Top Management sessions to ensure
common comprehension, sound implementation and periodic reporting on
the identified areas for implementation, including those sitting in
other chapters of the NDP.
In addition the White Paper on Policing will speak to the NDP as the policy
vision of the department
