INTERNAL QUESTION PAPER NO 26 OF 2009
Mr M Mnqasela (DA) to ask the Minister of Home Affairs:
(1) What is the (a) actual and (b) optimal number of officials of her
department on duty between (i) 06:00 to 18:00 and (ii) 18:00 to 06:00
at each specified airport;
(2) whether there was any occurrence in the past twelve months where
passengers did not go through the required checks as a result of an
insufficient number of Home Affairs officials; if so, what was the
(a) date of and (b) reason for each occurrence;
3) whether any action has been taken to rectify this situation; if not,
(a) why not and (b) when will action be taken; if so, what are the
relevant details?

O. R Tambo International Airport:
The O. R Tambo International Airport has a three-shift system (8 hour
shifts), catering for 24 hours. The first shift is from 06:00 to 14:00, the
second shift from 14:00 to 22:00 and the third shift from 22:00 to 06:00.
The operations and human resources allocation differs depending on
passenger flow in / out of the country.

Pilanesburg International Airport
Immigration services are only rendered between 07:00 and 19:00.

Upington Airport:
(1)(a) & (b) No permanent staff employed. Officials from the Regional
Office: Upington are on standby (24 hours a day for seven days
of the week) should an international flight be scheduled to
arrive or depart.

Gateway Airport:
Immigration Services are rendered between 06:00 to 20:00 (Mondays to
Fridays) and between 08:00 to 16:00 (Saturdays and Sundays).

Cape Town International Airport:
The Cape Town International Airport has a three-shift system (8 hour
shifts), catering for 24 hours. The first shift is from 06:00 to 14:00, the
second shift from 14:00 to 22:00 and the third shift from 22:00 to 06:00.

The Durban International Airport has a four-shift system (8 hour shifts),
catering for 24 hours. The first shift is from 05:00 to 13:00, the second
shift from 06:00 to 14:00, the third shift from 08:00 to 16:00 and the
fourth shift from 14:00 to 22:00. The operations and human resources
allocation differs depending on passenger flow in / out of the country.

Port Elizabeth Airport:
