Mrs N W A Michael (DA) to ask the Minister of Justice and
Constitutional Development:
(1) What total amount in respect of advertising has his department
and all specified entities reporting to it (a) budgeted for and
(b) spent (i) in the 2008-09 financial year and (ii) during the
period 1 April 2009 up to the latest specified date for which
information is available;
(2) (a) what total number of advertisements for his department and
each entity reporting to it (i) appeared in the print media and
(ii) were broadcast on (aa) radio and (bb) television, (b) how
much did each advertisement cost and (c) what was the purpose of
each advertisement?
REPLY:-
(1) Information relating to the Department of Justice and
Constitutional Development
Advertising is used by my Department to educate and inform the
public about services rendered by the Department of Justice and
Constitutional Development and the processes involved on how to
access those services. All advertising of the Department has an
educational value. This advertising is budgeted for under the
Chief Directorate: Public Education and Communication as well as
under specific projects in various Branches of the Department.

(2)(a)(i) Fifteen adverts appeared in print media.
(2)(ii)(aa) Two adverts were broadcast on radio.
(ii) (bb) One advert appeared on television.
(b)(c) R684 000.00 to inform the public about the priority
programmes of the
Department outlined in the 2008 Budget speech.
⢠R387 730.64. Publication of The New Sheriffâs Regulations
(Budgeted for under the Review and overhaul of the Sheriffâs
Profession).
⢠R353 488.34 to correct misconception about the Sexual
Offences Act. This was in reaction to the negative publicity
received on a certain section of the Act which led to the Act
being called âThe Kissing Actâ.
⢠R1 445 835.13. To inform the public about the special
dispensation for the consideration of Presidential Pardons.
⢠R666 539.22. Poetic Justice Campaign. Purpose was to
encourage young people to speak out against racism,
xenophobia and related intolerances (This was budgeted for
under the Secretariat of the National Forum Against Racism).
⢠R1 336 203.86 to invite public to submit inputs on the Review
of the Criminal Justice System. (This was budgeted for under
the Criminal Justice System Review Project).
⢠R144 449.81 to invite stakeholders to National Forum Against
Racism workshops. (This was budgeted for under the
Secretariat of the National Forum Against Racism).
⢠R161 450.86 to invite community members to take part in the
LAW ON CALL radio show. The radio show was an initiative of
the DOJ &CD in collaboration with 15 Community Radio Stations
to educate the public about the law, human rights, and the
South African Criminal Justice System.
⢠R238 339.41 to inform the public about the Law Week
Conference which took place from 1-3 September 2008. (This
was budgeted for under the Gender Directorate).
⢠R272 716.94 to invite scholars to take participate in a
Victims Rights Poster Competition which is aimed at youth in
school and will provide awareness and information on the
Victims Charter.
⢠R2 028 706.60 to inform the public about the Access to
Justice Week 18-23 August. The Access to Justice Week was
initiated by the DOJ & CD in collaboration with the South
African Women Lawyersâ Association (SAWLA) in cognisance of
the fact that legal services are often expensive and
inaccessible for the Disadvantaged communities. During this
Week the Department partnered with various Legal Associations
to render free legal services to poor communities throughout
South Africa (This was budgeted for under the SAWLA budget).
⢠R684 000.00 to inform the Public about Victim Empowerment
initiatives of government and how to access victim
empowerment services.
⢠R836 106.16 to inform the public about progress made by the
Department in 3 specific areas of work, that is,
Transformation of the Judiciary; High Impact legislation; and
the Review of the Criminal Justice System.
⢠R119 791.00. Radio adverts focusing on the court preparation
programme and Child justice (NPA).
⢠R4 560.00 to great awareness regarding the launch of the
designation of equality court in Bloemfontein.
⢠R863 391.26. Media activities aimed at promoting the Human
Rights Day celebrations in Kimberly.

|Legal Aid SA spent R1,5 million in the 2008-09 Financial Year. |
