Mrs J D Kilian (Cope) to ask the Minister of Communications:
1) What was the aggregate amount paid as incentive and/or performance
bonuses to executive members of the SA Broadcasting Corporation (SABC)
Board and senior management of the SABC in the 2008-09 financial year;
2) (a) what were the specific criteria for payment of the incentive
bonuses, (b)(i) how and (ii) by whom was the quantum of the bonuses
determined and (c) how does the process ensure objective decision
making;
3) whether these bonuses were justifiable and fair in view of the
recorded financial and managerial deficiencies in the corporation; if
not, what is the position in this regard; if so, what are the relevant
details;
4) whether he will review the process and methodology by which bonuses
are awarded; if not, why not; if so, (a) when and (b) what are the
further relevant details?

REPLY
1) The SABC informed me that no incentives or performance bonuses have
been paid to executive members of the SA Broadcasting Corporation
(SABC) Board and senior management of the SABC for the 2008-09
financial year. This was a decision of the Interim Board due to the
poor financial and other performance of the Corporation.
2) Not applicable.
3) Not applicable.
4) The process and methodology by which bonuses are awarded is one of the
issues that I am currently looking into. When the new SABC Board is
appointed I intend discussing this matter with the Board.
