1143. Mr J R B Lorimer (DA) to ask the Minister of Mineral Resources:
(1) Why was the mining right for the Xolobeni Sands Project in the
Eastern Cape (a) withdrawn and (b) subsequently reinstated;
(2) what are the details of the black economic empowerment
involvement in this project as stipulated in the Mining Charter;
(3) whether he has found that local opposition to this project had
changed to support of this project; if so, what are the relevant
details? NW1381E
REPLY
1. (a) It was withdrawn due to non-compliance to several environmental
issues. (b) The mining right is not reinstated but applicant applied
for new prospecting right on the same area/properties.
2. Xolco a wholly owned subsidiary of a black economic empowerment
company Xolobeni Empowerment Company (Pty) Ltd) holds 26 %
shareholding as the BEE partner.
3. Since the adjudication of this application is still underway, it is
premature to pre-empt its outcome as well as the level of support for
the project.
