5. Stakeholders had during recent interactions highlighted challenges associated with the manner in which the DCS involved victims in the parole process. Concerns were raised about the criminal justice system's inadequate implementation of the Victims Charter, and poor management of the Victim's Roll. While the DCS could not be held responsible for these efficiencies, care should be taken that its efforts to allow victim participation in the parole process were in line with international best practices, and did not unfairly disadvantage offenders, or traumatise victims.
