The informal settlement started in 1996; it had 167 shacks and 96 beneficiaries. There were six bucket toilet facilities that were emptied twice a month. The communities were complaining about the mobile clinic that was coming to them only once a month or never come and the nearest clinic was two hours away walking distance. There was also a block of municipal hostel building with six rooms within the informal settlements which was appalling. The delegation was told that municipal officials who were maintaining the sewer plant were residing there in that hostel. There was no storm water drainage, no electricity and water pipes were leaking.
