It is sad that the opposition is sullying the positive contribution of the Public Protector and other Chapter 9 institutions by attempting to make the Public Protector a detective inspector of the DA rather than an institution promoting democracy. Assembly Rule 66 states than no member shall reflect on the competence or honour of a holder of an office whose removal from such office is dependent upon the decision of the House, except by way of a substantive motion. The Minister's remarks did not contravene Rule 66 as they did not reflect on the competence or honour of the Public Protector, and therefore these were not unparliamentary. [Applause.]
